【摘要】:Akeyobjectiveofallpavement-managementsystems(PMS)istoprovideafactualbasisforimprovingthequalityofdecisionmakingregardingthebudgeting,design,programming,construction,maintenanceandoperationofapavementnetwork.Qualitydecisionmakingrequiresacurrentinventoryofthepavementsystem,evaluationofthepresentconditionanduseofthepavementsystem,estimationoffuturecondition,andtheimplicationsofanychangesincondition.Thisguidemaybeusedtoidentifydataneedsforpavementmanagementbyconsideringtheuse,generictype,andrelativeimportanceofthepavement.Itcanalsoassistinidentifyingmethodsforobtainingthedata.AnydataelementselectedforcollectionshouldhaveaspecificuseandbeofvalueinprovidinginformationfromthePMSforthedecisionmakingprocess.Thespecifictypeofdataneededtomakeinformedpavementmanagementdecisionswillvarywithsuchfactorsasthesize,complexityandconditionofthepavementnetwork,thelevelsofservicetobeprovided,theagencybudgetandbudgetingprocess.Further,sincepavementmanagementisadynamicprocess,responsivetochangesintechnology,thedataneedsforaparticularagencymaybeexpectedtochangeovertime.Accordingly,judgmentinvariablywillberequiredinapplyingthisguidetodevelopahierarchyofdataneeds.1.1Thisguideidentifiesdataneedsforpavementmanagementsystems.Italsoaddressestherelativeimportanceofvarioustypesofpavementdata.1.2Thisguidewasdevelopedforusebyfederal,state,andlocalagencies,aswellasconsultantswhoprovideservicestothoseagencies.1.3Thisguidedescribesaprocessandprovidesasetofrecommendationsthatanyagencymayusetodevelopaplanforacquiringpavementmanagementdata.Anyindividualagencymayjustifiablyassignhigherorlowerprioritytospecifieddataitemsdependingontheirneedsandpolicy.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
